I am getting 4900 - 5000 rpm max. Would a 21 pitch work better than the 23 pitch? Would that help me get the last 500 to 600 rpms?
 
A drop or raise in propeller pitch in 2 increments will usually result in 300 RPM either way a 21 pitch in your set up would bring your WOT up to approx. 5200 I am thinking WOT is 5500-6000 most motors anyhow...
