98 mercury outboard 225efi 3.0l

Not talking about blow out. It's just real sluggish out of the hole after the first time. If I pump the throttle while taking off it helps. Any thoughts on what it could be?
 
Sounds like it is going lean, pumping the throttle might indicate this also.
some stuff to check might be the fuel tank vent, fuel line connections for looseness or collapsing under load or ethanol degradation, restrictive fuel filter, anti siphon valve, primer bulb, if present, collapsing under load. Check the easy stuff first. Any type of manual on hand will help too. I jut remembered another trick. If you get it back on the water, try it without the cowl on and see if this helps.
