external voltage regulator and alternator problem

Noticed my alternator was putting too much voltage to my battery, checked it with my multimeter to confirm it.. I took off the external regulator to get another one, found a few online and I was planning to buy one in a week or so. I put my regulator back on just to keep it all together and i cant hook my battery up becasue it will arc.. If I disconnect the regulator its fine.. It didnt do this before I removed it.. what the hell is going on? is my whole alternator cashed out/shorting.. I can screw the wires up, the terminals are different sizes and wont allow it.. Now I dont know if the wire are wrong or I need a whole new alternator.. its a 1992 350 mag , alt is a mando, made in korea piece of **** ar-150, (12499 mercruiser #).. I only put it back on cause it still operates fine I just cant go over a certain rpm without it throwing too many volts out but I wanted to get another regulator to correct the issue.. the part at the local marina were like 3x more than the one i found online so I put it back on till I got one from online and now Im ****ed.
