Mercury 115 Tilt issue?

1977 Mercury 115hp (part: 1115627 serial: 4571571)
Trying to get the power trim/tilt working... I push "up" and I can hear the motor working... but I push "down" and nothing. No click, no hum, nothing.

I've looked around the intarwebs and figured it could possibly be a relay... but after search sections on mercury parts catalog, I found none. Some people on ebay are selling "relays" but they seem to be just solenoids.

I haven't tried the manual release... I don't really know where to find it, but I haven't even looked. don't wanna release what oil is presently in there.

What could the issue be?
 
The trim 'relay' on most Mercury outboard looks like a solenoid. Relays and solenoids pretty much do the same thing electrically (activate a larger electrical load from a switch drawing a smaller load, this prevents the switch from having to pass the entire load, and allows the switch to be placed far away from the device being activated without having to run large wires to and from the switch) just the term solenoid is used for things that take a large current, like starter motor for cars.

Had same problem with 200 hp. Not sure if 115 hp same but. Was a faulty relay. There are two of them. One for up and one for down. Looking front the back of the motor, they are on the rs. Square cube looking.
 
I went to autozone and bought an older ford solenoid... same issue. So I went ahead and and started google imaging. Apparently there was a small wire that went to the other solenoid that was completely missing. Now the motor runs going up and down.

Is it normal for the motor to sound different going in different directions?
Tilt still isn't working. Going to refill fluid and try again.
 
Just bled the system (or atleast, I think I did)... and got oil running out of both cylinders... nice flow. But still... no tilt going on ;\

one of the cylinders seemed like it had a bunch of water in it... ;[

tip: these little brackets that sit on both sides of the outboard... will prevent manual tilt.

I bled the system again, seems to be coming out smoother/heavier... I cut myself pretty bad cutting a ziptie to gain better access to the controls :brickwall: so, this project will be put on hold for a couple days lol

but, before i almost cut my arm off... i tested to see if it would tilt up... and it wouldn't. anything anybody can recommend me test?
