Slop in the steering?

I can't find it now but there was a thread about this subject I believe.

Yesterday while the boat was off I was able to push the outdrive (Alpha 1) two to three inches either way without the steering wheel moving.

Is this normal? Will this problem go away when the motor is running and power steering is working?

I'm just finishing the a replacement of the floor so the engine is next. Are some manuals better than others? Your opinions are always appreciated.
 
Its not normal. You have loose or worn part(s) in there. Check the tiller arm for play. There is a ~5/16" pin that connects the arm to the steering cyl. They will egg shape the arm. If that is tight, then move to the gimble. The top nut could have loosened up. You access it from the engine compartment and you will invent several new profanities while working on it. Those are the 2 spots I had issues with. There is always the cable, rack, or the actual gimble ring that could be damaged or worn
