2000 BRX porpoising issue

Have a 2011 2000 BRX 250 ProXS with 9" of set back. Boat really porpoises with waves and gets worse adding people in boat. Happens even with motor vertically down all the way and trimmed down. Anybody have the same issue and have a solution? Thought about trim tabs, but they will not fit on the transom with the angles.
 
many checkmates deal with this at different cruising speeds, much has to do with the min amount of hook in the bottom, the more hook the more bow down and less speed, baja's for instance have more and one of the reasons they are slower power for power. That being said playing with trim, and most are very sensitive and cruising speed can get it to a min. so its just a trade off of a faster hull...

I have same boat and motor combo except I have 16" setback. I only notice porpoise below 35-ish MPH and I can make it go away when I have the motor tucked in almost all the way (negative trim). A drag plate might also help as it increases the surface area of the cavitation plate, which will give you the same sort of effect as having trim tabs when your motor is all the way down and you're running at negative trim angles. X2, a drag plate works wonders for low speed porpoise, mine will stay on plane at 17mph for wakeboarding too.
