125 merc saltwater fouling plugs

a buddy of mine has a 2002 125 merc on an inflatable boat, he runs it through all speeds, and has spark plug fouling issues, about every month, is this a jetting issue, or an oil injection mixture issue? what can i do to help? I repair older outboards with success but have no experience with newer mercs. I was hoping maybe this was a typical issue with this motor, any feedback will be greatly appreciated!
 
i would check the fuel pump on the side of the block also remember that engine is the 2x2 the bottom two carbs dont have low speed jets in them and the motor only runs on 2 cylinders until about 1400rpms . but if all the plugs are fowling its probably a misadjusted oil pump
