1992 STARFLIGHT

My son is buying a 1992 Checkmate Starflight, it has a 88 Merc on it that had a new 225EFI power head put in it from the factory OM 2000. The owner has been running a Quicksilver 21P prop on it at the moment, he does not have a jack plate or a setback on the boat. With this combination of motor and boat, what is the best setback distance, and who makes a good jack plate that will not cost him his home, also what prop works the best with all of this and what kind of speed should he be getting, at this time it runs around 60
