83 eluder steering

ok,
im going to have to replace (repair ?) the steering cables (dual cables) on the eluder..
after riding all over hell and half of georgia, i came across two (the only two) OMC mechanics in my area...
the first guy gave me a price of 405 bucks for a new setup.....the second gave me a price of around 150 bucks.....anyone have any ideas why such a difference ?......i did catch wind about the maybe the first guy including the "hub assembly" in his quote...and the second not..his price was just for cables. also told there was special tools needed that no one had but these two guys...because the cables actually enter the trans, or lower unit....has anyone replaced these type of cables before?...im not afraid to tackle something like this, but if i need some tool that doesnt exsist in the "outside world" where can i find stuff like that?....i was very glad to find out the trim pump and cylinders work fine, the pump alone is over 200 bucks for my setup....anyone know of a decent parts house so i can bypass the "markup" thats put on special order stuff from the local dealers ?
