This came along with my boat, I've never had it on and don't plan on using it so if you got $135 + shipping (@$40-$50) let me know if you're interested and I'll send pics.

Model: ML-65, 5" lift, 5.5" Set Back, rated to 300 HP.

The ML series is 'manual lift'. All of CMC's jack plates are called power lift. The ML-65 is anywhere from $239 to $300 new, so yes this is an excellent price for this used jack plate.

So the title says power and the model# says manual. Now I'm more confused than usual.

That's what it is: CMC Power Lift jack plate.
The ML series is manual lift, the PL series is powered lift.
Blame CMC for naming all its lifts, whether ML or PL, as 'power lift'
