There are places you can.... and Maritime law says you can anywhere but if your not on the coast not many would know that and local goverment may buck it.... but in the end its hard to argue against the US Coast Guard.....There is old Maritime slavage laws and abandonment laws that are still on the book that actually quite scary but make situations like this rather easy to get around....
 
Holy chit. I just watched a few videos of that boat today. On Youtube under {boatally insane} was a nice running boat. I guess its last run was from the repo man!
 
Check with the DNR in your state under recovering abandoned vessel. Show proof of trying to locate the last registered owner and you should be able to get a title. Might take a little while but it is possibal.
