Help? Electrical prob maybe?

87 Check Ambassador...7.4l merc...thunderbolt ignition...had to replace fuel water seperator...since cant get it to start...tracked down, no power to coil, didnt check part inside of distributor...inspected everywire i can see and no blown fuses...cant determine if the 50a fuse on seperator housing is reset or not, how to check? any ideas?
 
gonna sound stupid but whole prob started when it ran outta gas...had to replace seperator, filled with gas...then everything pointed to an elec prob (had fuel stolen, thought gauge was malfunctioning, knew tank had just been filled) getting fuel...but coil has no spark...hadnt checked breaker in distributor or ignition pack either...but had no real equip at lake...
 
the breaker should stay in and kinda lock when it works right? not a boat mechanic...and no fuses like that on my old cars :)
