manual primer valve(little red lever)

i just have a question concerning the manual primer valve on my johnson 60hp outboard motor. i bought the boat about 2 months ago and while i was cleaning it and getting it ready i had the motor gone through by a repair shop(changed plugs,oil,and did all basic checks). when i put the boat in the water i had to move the manual prime valve to get it started then it ran fine for the rest of the day.but the next day at the first start it had to be moved slightly to make it start again. just wondering if there is a certain position this has to be in and how to determine where it should be...
