merc 115 4cyl starting full throttle

just broke out my 92 pulse with a 115hp merc, to get it ready for sale, and it is firing like its in full throttle, linkage appears to be going back to seated postition, what could this be!
 
anybody have any suggestions? i was thinking gummed up carbs or cables, are there any other possibilities?? thanks.
 
Are you getting any fuel over flow from when the motor is off? Could be a stuck needle valve but you need to do more digging and look down the carbs and see if you you can see if everything is moving correctly, and not flooding. look over it good and let us know what you see if anything.
 
The only thing that seems to make sense is the carbs are somehow stuck open. If they were closed as they should be if they're following the linkage, more fuel would just stall it.
Do you have a tach so you can see what speed the motor is actually running?
 
Thanks for the help guys, ended up being a 3 quarter inch long by quarter wide peice of a stick stuck in the lower carb! Thanks to easy fixes.
