shift cable has too much stroke

I have a 1982 evinrude 175 but the old control was punched so I bought a new one. I bought two new teleflex cables which replace the #479's from evinrude. The throttle cable seems to work fine but the shift cable is a different story. It seems that the control has much more stroke that the actual shift lever on the motor. What happens is that if I hook it up with both the motor and control in neutral then when I try to put it into gear the motor is in gear long before the control is and then it won't allow the throttle cables to move. The throttle cables won't engage until the shift cable is fully extended/retracted. any help would be great thanks.
