Water Pump, Engine Temp, pisser question

Is it normal for the engine to keep pissing water for a little bit sometimes after I shut it down? I'm still an outboard newbie and a bit confused by this.
 
How long is a little bit? 5 seconds? There should only be a very small amount of water that comes out of the tell tale when the motor is stopped. It is only about 1.5 feet of 1/4" line up to the thermostats.
 
In this case, a little bit constitutes maybe 15 seconds of water from the telltale at a similar pressure as to when the engine is running. That is why it struck me as so odd, because it almost seems like the water pump is still going...which I know isn't possible for a non running engine.

Does the drive shaft and pump impeller turn when the control is in the neutral position?
 
Drive shaft is direct connection to the powerhead and turns with the engine. Transmission is in the lower unit.
