38796= Hull Serial Number
B989= Hull was certified Feb 9th 1989
Going off of this website http://www.boatsafe.com/nauticalknowhow/hin.htm
You might be able to call Checkmate and see if they have any info on it. If not, post up some pics of what you have and we can figure it out real quick.

Looks like an Exciter to me, tell us the length and we can tell you for sure.
